AS US President Donald Trump hosted the leaders of Rwanda and Congo early this month, he said his administration had accomplished what others could not.

“We’re succeeding where so many others have failed and this has become the eighth war that we’ve ended in less than one year,” Trump said, speaking at the US Institute of Peace in Washington.
